I took a basic online course and am using dreamweaver. I feel so inadequate though and don't know where to start. I do know I need to design a site, I'm thinking of building sites, building computers and doing consulting

Just do it. But a basic course is not good enough to become a web designer over night. There is a lot more to web development then just basic syntax you will need to learn a programming language such as PHP, ASP, or .net etc.

above all that you need the skills in graphic design.

All of my knowledge is self taught and still has room for improvement, I have a library of books and visit a few good forums on the subject. It takes time and practice you will not learn this stuff over night.

I use dream weaver as well nothing wrong with that, But i can fully develop functioning scripts in notepad for windows. I have been in it for several years now html is the first step.
