I would have to say Photoshop, I find it very powerful but the price is a tad off putting and it is quite hard to learn about all the different tools etc. but when you do the results are great.
I used Paint Shop Pro once for the free trial.
I thought it was a good program considering the price. I would definitely use it if I didnt get photoshop for free, as I would never pay that much for a graphics program.
PSP does everything photoshop does at a fraction of the cost.
