Free Control Panels?
 

Are the only free control panels ISPConfig and Webmin? I am looking for different control panel that (preferably) is written in Perl.

I don't know of any others. But if you set up webmin and virutalmin the proper way. Webmin can do anything cPanel can do. My choice would be webmin.
