I like the reference to "pulling the plug." My XP shuts down pretty quick, but start up takes a good 3 minutes... I look forward to a new computer and Windows 7.
BTW, what bugs me about shut down is it seems when I do want it to go fast, Microsoft decides to do an "update on shut down" without telling me. :) But I guess if they didn't, they wouldn't be Microsoft.

You should check your anti-virus if updated? pretty sure sometimes I encounter for rebooting without notice I think you should replace your RAM in to new..will I guess I help you guys.thanks

remove spyware
use msconfig to stop programs you dont need running all the time.

I recently changed my anti-virus program from AVG to AVAST. I find my computer starts up much faster, and shuts down a little faster. I would definately check it out.
Dhawk has a good suggestion as well. :)

Try SuperFast Shutdown
 
I know of a software called SuperFast Shutdown. Through this software you can shut down you Windows XP system very fast within the blink of an eye. Try it once. Its cool and faster than you can expect.
